Dubai Customs Clearance Checklist for Importers: Documents to Prepare
Customs delays often begin before a shipment reaches the UAE: the invoice, packing list and transport details may not match, or a permit has not been checked. A short document review before dispatch can make the clearance conversation much easier.
Build the core document pack
Dubai Customs’ Submit Customs Declaration service identifies key documents including the commercial invoice, packing list, certificate of origin and permits from the relevant authority when goods are restricted. Its customer guide also discusses transport documents such as the bill of lading or air waybill and the delivery order. The exact pack depends on the shipment and declaration type.
Before shipping, confirm that the importer name, goods description, quantities, values and origin are consistent across all documents. Keep legible copies available to the person or agent lodging the declaration.
Check the goods, not just the paperwork
Some products need prior approval or additional documents from a government authority. Ask whether the item is restricted, whether a specific product code or classification applies and whether the destination or intended use changes the requirements. Do this before ordering or dispatching the goods, especially for regulated products.
Match the declaration to the movement
A shipment entering for local use is not the same as goods in transit or being re-exported. Dubai Customs lists different declaration types and processes. Tell your logistics partner where the goods are coming from, where they will go next and who the importer of record is, so the correct route can be reviewed.
A practical pre-dispatch check
- Confirm the importer and licence details.
- Review the invoice, packing list and origin information line by line.
- Check transport documents and the expected arrival details.
- Identify any product-specific permits or approvals.
- Agree who will submit the declaration and respond to queries.
